What Is A Hazardous Waste Consignment Note?

A Hazardous Waste Consignment Note (HWCN) includes important information on any hazardous waste that has been collected and transported from one party to another.

Each time hazardous waste is collected from your premises, you must ensure you are covered by a hazardous waste consignment note. This document provides details such as a detailed description of the waste, its hazardous properties, any biological components of the waste, and special handling requirements. It also identifies the waste producer, the registered waste carriers, and the entity that receives the waste.

At Collect and Recycle, we specialise in disposing of hazardous waste. Our licensed waste carriers complete and provide HWCNs, ensuring your business follows regulations and presents a clear audit trail.

The Importance Of A Hazardous Waste Consignment Note

Accountability

A hazardous waste consignment note ensures there is a reliable trail for accountability and auditing purposes, supporting the duty of care obligations stipulated in environmental regulations. Keeping these records accessible is vital for demonstrating a clear audit trail.

Compliance

This legal document ensures that hazardous waste is handled responsibly and in compliance with the regulations set by the Environment Agency under the Waste England and Wales Regulations.

Environmental Protection

By regulating the proper disposal of hazardous materials, consignment notes play a direct role in protecting the environment from the potential dangers posed by improper waste management.

Who Completes The Hazardous Waste Consignment Note?

A hazardous waste consignment note must be completed and signed by all parties involved in the transfer of hazardous waste. This includes the producer or holder of the waste produced, the waste carriers responsible for transporting it, and the entity receiving the waste at its final destination.

The process begins with the producer or holder accurately documenting the description of the waste, including any hazardous properties, physical form, and handling requirements. The consignment note code must also be included to track the movements of hazardous waste from start to finish.

Part C Carrier refers to the section of the HWCN that must be completed by the licensed waste carriers. They confirm the date and time the hazardous waste is moved and accept responsibility for its safe transport. Once the waste is removed, a copy of the note is retained by the carrier, and another is given to the part D consignor, the final receiving party or facility.

The responsibility of completing and managing this hazardous waste consignment documentation is shared, and failing to do so can result in penalties. At Collect and Recycle, we ensure every aspect of your waste consignment note is handled professionally, giving you peace of mind that your business is operating within the law.

How Long Should You Keep A Hazardous Waste Consignment Note?

These notes must be kept for a minimum of 3 years to be available for audits. This is part of the waste duty of care outlined by the UK Government.

This requirement ensures there is a reliable trail for accountability and auditing purposes, supporting the duty of care obligations stipulated in environmental regulations.

Keeping these records accessible is vital for demonstrating compliance during inspections by regulatory bodies.
